The Direct Selling Clarity Act gives the 12.2 million Americans who work in direct selling the same right to make truthful, substantiated statements that every other person in commerce already holds. It defines in statute both the illegal pyramid scheme and the legitimate direct-selling business. It creates a written, disclosure-based compliance path. And it holds government announcements to the same standard of accuracy that government demands of citizens.

This is not an exemption from fraud law — it is the opposite. Defined terms and standardized disclosure make real fraud easier to identify and prosecute. The Federal Trade Commission Act's core language dates to 1938, and the statute has never once mentioned multi-level marketing. Only Congress can make law. This bill writes one.
